What Learner Reviews Tell Us About Being an Excellent Apprenticeship Provider

Learner feedback is often treated as a feel-good metric. A nice-to-have. Something to look at once a programme has finished. At Decoded, we see it differently.

 

External reviews, particularly those collected through HMRC and Skills England, provide one of the clearest signals of whether learning is working where it matters most. In real roles, alongside real responsibilities, and over time.

Our most recent HMRC learner reviews rate Decoded as Excellent, based on feedback from apprentices completing programmes from 1 August 2025 to today. These ratings reflect the experience of learners who are balancing work, study and application, not retrospective views from a single point in time.

What learner reviews really validate

HMRC learner reviews are structured and independent. Apprentices are asked to rate providers on a simple but telling scale, from excellent to very poor. An excellent rating across recent reviews signals consistency rather than one-off success.

What comes through clearly is not just satisfaction with content, but confidence in how learning is delivered. Apprentices reference timely support, practical application, and training that fits alongside their roles. This matters because data, AI and digital skills only deliver value when learners can apply them with confidence in real organisational contexts.

That alignment reinforces something we see repeatedly. When learning quality is high, apprentices complete programmes, apply skills sooner and contribute more effectively within their teams.

Employer feedback tells the same story

Learner feedback is only part of the picture. Employer reviews collected through HMRC reflect a closely aligned view.

Recent employer feedback also rates Decoded as Excellent, with particular strengths highlighted around:

– improving apprentice skills
– reporting clearly on apprentice progress
– providing the right training at the right time
– adapting to organisational needs

These signals matter. They suggest that learning is translating into capability, and that employers can see the impact in performance, confidence and progression.

Where improvement areas are identified, such as onboarding or initial assessment, we treat this as part of a continuous feedback loop. Reviews are not an endpoint, but an input into how we refine delivery and raise standards.

Quality shows up in application, not just completion

The strongest signal across both learner and employer reviews is not praise, but impact. Apprentices describe being better equipped to influence decisions, improve processes and lead change in their organisations.

This reflects how Decoded designs apprenticeships. We focus on building role-ready capability, not simply covering curriculum. Learning is practical, contextual and supported beyond scheduled sessions, recognising the realities apprentices are working within.

A signal we take seriously

We’re encouraged by positive learner and employer reviews, but we don’t see them as a finish line. They are one of the ways we measure whether learning is delivering real outcomes, and where we need to continue improving.

Learner satisfaction is not the goal. Capability is. Reviews help us understand whether we are delivering on that promise.
